I think maybe you haven't examined all the evidence and thought it through to the logical conclusion that conservatives are just pandering with no intent to actually deliver.

Ohio's state mandated sex education program consists of well-paid xian groups promoting an abstinence only agenda with a side of adoption. They hand students a sheet with terms and definitions, but don't discuss said terms as part of their curriculum.
